15 primary-source cards supporting `../../01-research/governance-value.md` and the measurement/decision templates. `sources.json` is the machine-readable index. Each card records URL, date observed, reading scope, evidence fragment and limitations. Publication/update dates are explicitly unknown where they were not reliably established.

These are selected reading notes, not complete archived pages. Vendor documentation establishes product behavior, not independent ROI. FinOps/FOCUS guidance establishes a management vocabulary, not a guaranteed savings benchmark. FOCUS 1.4 was available at the default specification link when observed; do not assume provider exports already use it.
